Through a partnership with Erie CareerLink, the Workforce Development Services division, provides job matching services, supportive services, skill training, On-the-Job Training, job development, and follow-up services to our clients.  

Enrolled job seekers may participate in free workshops and classes on topics such as resume preparation, interviewing, and business etiquette.

The Workforce Development staff is located in the Pennsylvania CareerLink of Erie County, at Lovell Place.  The CareerLink is a "one stop" shop for career and workforce development services.  It provides employers and job seekers instant access to the tools and information they need to get linked to each other.

Whether accessing the physical site or the virtual site via the Internet, customers have access to a large network of services.  The CareerLink assists job seekers and helps workers ireach economic self-sufficiency or change careers.  Through the CareerLink, employers can hire new employees, train new employees to their specifications or upgrade incumbent workers to maintain a competitive edge in a global economy.

The CareerLink system is a collaborative initiative which includes the Pennsylvania  Departments of Aging; Community and Economic Development; Education; Labor and Industry; Public Welfare and partnering local agencies.  The Erie CareerLink is located at Lovell Place, 1309 French Street, - Erie, PA 16501, (814) 455-9966, or virtually at www.pacareerlink.state.pa.us.

Specific services GECAC offers at the CareerLink are: 

Title I WIA Adult Services - match employers with job seekers.  Gecac staff provides Core, Intensive, and Training services for job seekers and employers at the Erie CareerLink

CORE SERVICES are universally accessible to all job seekers coming into the CareerLink, or via the Internet. Core services include, but are not limited to enrollment assistance on the CareerLink website, job matching, and labor market information.  Staff also conduct workshops on topics such as interviewing, writing a resume, and writing an appropriate cover letter.  Core services are available to anyone, but job seekers must meet WIA Title I Adult eligibiity guidelines to receive Intensive Services and Training Services.

INTENSIVE SERVICES for eligible job seekers include, at a minimum:    case management and the development of an Individualized Employment Plan (IEP).  GECAC staff works with each customer to both build and follow an IEP that results in economic self-sufficiency. 

INDIVIDUALIZED TRAINING ACCOUNT (ITA)--Some registered individuals need skill training to meet their goals. GECAC staff assess customers to determine training needs.  Skill training may be provided through an ITA that assists in the cost of formal, approved training through local schools and training providers. GECAC staff continue case management through the training program and on to self-sufficient employment. Other registered individuals who have skills, but need job specific training, may benefit from On-the-Job Training.

EMPLOYER-BASED TRAINING (EBT)--Some registered individuals may benefit from training geared to specific needs of employers.  Employer-Based training may take the form of On-the-Job Training (OJT), or through Customized Training (CT) primarily conducted in a classroom setting.  Trainees selected by employers for OJT are hired, and then trained on-the-job.  Employers agree to hire trainees who successfully complete customized training.  Given today's diverse workplace and fierce global competition, EBT provides mutual benefits to both job seekers and employers.

On-The-Job Training (OJT)

   
 

The On-the-Job Training Program (OJT) benefits both employers and prospective employees.  OJT not only provides reliable, trainable employees, but also reimburses companies up to 50% of their wages for a specified period of time. Given today’s diverse workplace, where skill demands are rapidly increasing and qualified workers are hard to find, OJT offers a much-needed service to help employers with their staffing and training needs.

   
 

Older Workers/Senior Aide Programs for 55+

   
 

This program receives federal and state funding to pay wages, benefits and supportive services for program participants. Participants are placed in training at local community agencies to learn new skills or to enhance skills in order to compete in the workforce. The mission of the program is to enable older persons to achieve gainful employment through community service and training. The Senior Aides program serves low-income individuals, 55 years of age and older, whose income is less than 125% of the poverty level. Seniors must be willing to work 20 hours a week in a subsidized assignment, while preparing for unsubsidized employment.

   
 

Supported Engagement Program

 

 

 

The Supported Engagement Program is operated at the Erie CareerLink in conjunction with the maximizing Participation Project (MPP) administered by the  County Assistance Office (CAO).  MPP is designed for TANF clients with multiple barriers to employment, who have repeatedly been unsuccessful in obtaining or maintaining employment.  MPP uses a Multi-Disciplinary Team which includes staff from the County Assistance Office (CAO), mental health, drug and alcohol, vocational rehabilitation and other social service agencies to assess a participant's functional limitations and employment barriers in order to develop individual plans to reach self-sufficiency.  MPP enrollees are referred to the Supported Management Program when the Team determines that the client can participate.
